Garage conversions - are the legal?

We've all seen them, those rickety old garages with no wall linings, an oil-stained concrete floor and three beds crammed in. Do your eyes light up with dollar signs thinking about all the extra cash flow you could be making? Or consequently does it change you're mind about the purchase as you think to yourself - is this legal?
